Corporate HAZOP/PHA Facilitator	Full-time	LOCATION: Rawlins or Casper, WY (based on candidate preference) JOB RESPONSIBILITIES INCLUDE: 1) Provide HAZOP support and guidance to two refineries with over 105,000 bpd of processing capacity. 2) Manage the preparation and facilitate safety workshops, including the following: HAZOP, HAZID, FMEA/ FMECA, ALARP, LOPA, and Safety Integrity Level (SIL) studies. 3) Prepare high-quality reports with clear diagrams and fully explained analysis and calculations. 4) Self-motivating, with the ability to provide technical guidance to refinery field groups, corporate capital project group, and turnaround execution groups when needed. REQUIREMENTS: Possess a Bachelor’s degree in an engineering discipline, such as Chemical, Mechanical, or Safety Risk Engineer. Commensurate work experience may be considered in-lieu of degree. In-depth understanding of the refining industry with 10+ years of experience directly related to refining processes and facilities. Extensive experience in facilitating workshops such as HAZOP, HAZID, SIL studies, FMEA, FMECA etc. Ability to read and interpret P&IDs, PFDs, and UFDs. Familiarity with software used for facilitating and scribing workshops, specifically PHAWorks. Excellent communication, interpersonal, presentation, and analytical skills. Willingness to travel to the two refineries and corporate office (typically 2-4 hours via car) for project requirements.
Corporate Risk Engineer	Full-time	LOCATION: Salt Lake City, UT or Casper, WY (based on candidate preference) JOB RESPONSIBILITIES INCLUDE: Provide technical assistance on safety and risk projects involving risk analysis, modeling, calculations, and other studies. Work with refinery operations and capital project groups to suggest improvements/changes to design to reduce risk or improve operations. Work with refinery operations in conducting root cause failure analyses using generally accepted techniques. REQUIREMENTS: Bachelors or Masters degree in mechanical, chemical, or process engineering, or related engineering discipline. 10+ years chemical or refining experience with at least 5 years in process safety. Possess knowledge in the following areas: recognized and generally accepted good engineering practices, including industry standards and consensus standards; human error reduction techniques; loss prevention and fire protection practices; relief system design; safety instrumented systems; mechanical integrity; Process Safety Management Systems; and fire protection design. Trained in leading Root Cause Analysis. Excellent communication, interpersonal, presentation, and analytical skills. Willingness to travel to the two refineries and corporate office (typically 2-4 hours via car) for project requirements.
Corporate Turnaround & Construction Site Manager	Full-time	Sinclair Oil Corporation has an opening for a full-time Corporate Turnaround & Construction site Manager that will report to our Corporate Refinery Turnaround group located in Salt Lake City, Utah. Candidates will reside in close proximity to either the Sinclair or Casper, Wyoming refineries. Travel will vary; however, Managers should expect to spend 40 – 50% of their time in the field. This position will be directly involved in planning, scheduling and executing turnaround events for Sinclair’s two Wyoming refineries to insure turnarounds are completed safely, accurately, on schedule and within budget. Job duties will include coordinating with corporate turnaround management, refinery operations and maintenance as well as Inspection and Safety personnel while developing overall budgets, staffing plans and schedules for assigned turnaround events. Qualified candidates will have a minimum of fifteen (15) years’ experience in a refinery or petrochemical facility, a minimum ten (10) years’ experience in turnaround planning and execution and at least five (5) years’ experience in project management related to turnaround processes. A BS degree in Engineering or similar field preferred.
Corporate Turnaround & Construction Site Supervisor	Full-time	Sinclair Oil Corporation has openings for full-time Corporate Turnaround & Construction site Supervisors. These individuals will be located at the Sinclair Wyoming Refinery and will report to the Corporate Refinery Turnaround Group located in Salt Lake City, Utah. These positions will be directly involved in planning, scheduling and executing turnaround events for Sinclair’s two Wyoming refineries to insure turnarounds are completed safely, accurately, on schedule and within budget. During non-turnaround periods, they will also provide field supervision support for Capital Projects. Job duties will include coordinating with corporate turnaround management and refinery operations and maintenance personnel while developing overall budgets, staffing plans and schedules for assigned turnaround events. Qualified candidates will have a minimum of ten (10) years’ experience in a refinery or petrochemical facility, a minimum ten (5) years’ experience in turnaround planning and execution and/or five (5) years’ experience in project management related to turnaround processes. Construction experience and higher levels of education related to Maintenance/Construction are preferred.
Project Construction Supervisor	Full-time	The Construction Supervisor will work for Sinclair’s Salt Lake City Manufacturing Department’s Corporate Project Group; however, the position will be located at Sinclair’s Rawlins, Wyoming refinery. This position will work with the Group’s Project Managers who oversee capital projects for the refinery to insure projects are completed safely, on schedule, within budget and achieve their stated purpose. This individual will work with external engineering firms, construction contractors and personnel at the refinery through the entire scope of multiple projects. The preferred candidate should have a minimum of five (5) years supervisory experience in industrial construction, preferably including some background executing construction or maintenance activities in a petrochemical or related process plant environment. This individual will need to demonstrate knowledge of general industry practice across multiple disciplines as they will be supervising all phases of construction activity including foundation construction, structural steel erection, rotating and fixed equipment placement, piping fabrication, electrical power distribution, and instrumentation. To effectively execute the duties of this role the individual will need to spend the majority of the day operating in the field. The primary functions of the this position include authorizing work activities according to the established permitting procedures, reviewing construction activities for design compliance, and networking with tradecraft, supervision, operations, and engineering staff to coordinate construction work flow and bring resolution to construction issues as they are encountered. This position requires a strong commitment to attaining EHS industry best performance while effecting a productive work environment insuring projects are brought to completion safely while achieving budget and schedule goals.
Project Engineer	Full-time	Sinclair Oil Corporation has an opening for a Project Engineer in our Salt Lake City Manufacturing Department’s Corporate Project Group; however, the position will be located in at Sinclair’s Rawlins, Wyoming, refinery. This position will work with group’s Project Managers who oversee capital projects for the refinery to insure projects are completed safely, on schedule, within budget and achieve their stated purpose. This individual will work with external engineering firms, construction contractors and personnel at the refinery through the entire scope of multiple projects. Candidates should have a minimum of two (2) years petrochemical experience and a minimum of five (5) years project engineering or field engineering experience in a petrochemical facility or similar industrial construction environment. A BS Degree in Chemical, Mechanical or Civil Engineering is required. This position requires an individual who is a self-starter capable of taking a hands on approach to construction management and willing to spend an equal percentage of time in the field and office as necessary. The individual will need to demonstrate an ability to communicate clearly and concisely among a broad range of work groups from specialized trade crafts to executive management professionals. In addition to the basic qualifications any or all of the following would be welcomed in this position: Background in construction management and scheduling including a familiarity with Oracle Primavera and/or Microsoft Project employed for CPM scheduling and tracking; Working knowledge of basic industrial power and controls systems and installation practices; Familiar with civil and concrete construction practices including forming practices, placement techniques, and quality control requirements; Familiar with rotating and packaged equipment installation practices, specifically employment of API RP 686; Working knowledge of industrial piping design and layout practices specific to design, construction, and examination per ASME B31.3.
Project Engineer S&RE	Full-time	Sinclair Oil Corporation’s Safety and Regulatory Excellence (S&RE) team has one immediate full-time opening for a project engineer who will focus on Safety and Environmental projects primarily at its Sinclair, Wyoming refinery. This position will be located in Sinclair, Wyoming. The project engineer’s duties will require interaction with several refinery departments including operations, maintenance, engineering, technical services, EHS, PSM as well as external consultants, vendors and suppliers. Job Duties will include: Executing refinery safety and environmental projects from conception through start-up using the refinery project work processes; Developing project execution plans, scopes of work, packages for estimating, schedules and construction work packages to meet timelines of assigned projects; Working with refinery engineering resources for execution of front end project development, detailed engineering, material requisitions and bid packages; Working with engineering consultants as required; Developing skill in the use of Sinclair refinery procedures/standards and work processes; Ensuring timely and effective communication with appropriate stakeholders through projects; and ensuring the quality of project deliverables. Senior Project Engineer S&RE	Full-time	Sinclair Oil Corporation’s Safety and Regulatory Excellence (S&RE) team has one immediate full-time opening for a Senior Project Engineer who will focus on environmental and safety projects at its Sinclair and Casper, Wyoming refineries. This individual will report to the Vice President – EHS located in Salt Lake City, Utah; however, the position will be located in either Casper or Sinclair, Wyoming based on company need. The senior project engineer will interact with several refinery departments including operations, maintenance, technical services, EHS, PSM as well as external consultants, vendors and suppliers. Additionally, this individual will supervise entry/junior level environmental and safety project engineers located at Sinclair’s two Wyoming refineries while closely coordinating daily activities with the refineries’ Environmental/Safety and Engineering Management. Job duties will include: Executing refinery environmental and safety projects from conception through start-up using the refinery project work processes; Developing project execution plans, scopes of work, packages for estimating, schedules and construction work packages to meet timelines of assigned projects; working with refinery engineering resources for execution of front end project development, detailed engineering, material requisitions and bid packages; ensuring timely and effective communication with appropriate stakeholders for any changes to approved scope, quality, cost and schedule; and ensuring the quality of project deliverables. Qualified candidates will have a Bachelor’s degree in Engineering (Chemical, Civil or Mechanical preferred), a minimum of 10 years refinery or petrochemical project execution experience, prior supervisory experience, as well as the ability to work with all levels of a plant organization utilizing excellent interpersonal, communication and teamwork skills.
Sr Petroleum Engineer	Full-time	Sinclair Oil & Gas Company is seeking a Petroleum Engineer with 5 to 10 years experience for full-time employment in scenic Salt Lake City, Utah. Job requires knowledge in reservoir evaluation, field production operations, drilling, completions, workovers, regulatory issues and permitting. Experience with horizontal drilling, tight gas reservoirs, marketing contracts and gas processing is desirable. Good work habits and people skills are necessary. Additional responsibilities include economic valuations, AFE preparation, and some budgeting. Sinclair uses various Fekete software tools as well as Power Tools and PHDWin. As an engineer, you would work with a small, goal-oriented team and a lean management hierarchy. This results in a highly productive environment, considerable professional freedom and minimal bureaucracy. The candidate will have the opportunity to work on some of the most exciting horizontal oil and gas plays currently active in the country as well as participate in new exploration endeavors.
Vice President - Safety & Regulatory Excellence (S&RE)	Full-time	Located in Salt Lake City, UT. Reporting directly to the CEO, this position is responsible for Occupational Safety, Environment, Process Safety Management, Mechanical Integrity, and Regulatory Compliance for Sinclair’s two refineries with over 105,000 bpd of refining capacity. The position will manage approximately 20 corporate-based employees and 45 refinery-based employees via three direct reports aligned with EH&S, Process Safety, and Compliance Assurance functions. This individual will represent Sinclair Oil and interface with officials in state government and regulatory agencies, state oil and gas safety association, and state refinery safety alliances. Qualified candidates will have a Bachelor’s degree in Engineering, 20+ years refinery experience with a proven track record of progressing through positions of increasing management responsibility, including a refinery operations manager role. The ideal candidate will have held previous senior management positions such as refinery manager or VP of an operating business unit. Previous assignments involving EH&S or PSM a plus. This individual may expect to travel between 30 – 50% of the time.

Refining Department
Position	Schedule	Description
Instrument and Electrical Technician	Full-Time	Open at Casper Refinery. This hourly position will be responsible for providing support to the Maintenance department with emphasis on improving process reliability: These activities include but are not limited to the following: troubleshoot, repair, calibrate process flow, pressure, and level transmitters of electronic as well as pneumatic type in a safe manner; ability to troubleshoot and repair process control valves; willing to respond to work callout requests and overtime requests as needed; able to effectively communicate with operators to troubleshoot issues and effect repairs in a timely manner; proficiency in computer applications, including Word, Excel and data base program data entry; ability to read and understand manufacturers instruction manuals or use direct contact with a manufacturer to troubleshoot. Preferred skills and knowledge: 3-5 years of experience in the Instrumentation field, refinery experience is a plus; ability to install new process control loops; experience with Siemens DCS (APACS, PCS7) or Foxboro systems preferred.
Lab Technician	Full-Time	Open at Sinclair Refinery. Conduct both physical and chemical testing on fuels, asphalts, associated blend products and process samples. Minimum of a Bachelor of Science degree in physical sciences (chemistry preferred). While experience is preferred, it is not necessary. Possessing good mechanical aptitude is highly desirable. Shift work is required.
Maintenance Planner	Full-Time	Open at Casper Refinery. This position will be responsible for providing support to the Maintenance department with emphasis on improving turnaround and daily maintenance activity efficiency. This position will develop and manage detailed job plan packages, turnaround schedules, schedule maintenance and management. Job duties will include: developing plan packages; conducting field verifications; identifying materials/equipment and regulatory requirements; coordinating with internal departments and external contractors as necessary; inputting plans into scheduling software; producing logic diagrams, bar charts and resource histograms; producing daily schedules/reports and optimizing schedule through the plan process. The ideal candidate will have experience with Maximo CMMS (specifically planning and work order functions), Primavera 7 project scheduling, and Akwire visual scheduler. Proficiency with Microsoft Office applications preferred.
Piping Designer	Full-Time	Open at Sinclair Refinery. Position requires a 2-year degree in drafting or engineering technology and a minimum of 5-10 years drafting/design experience in oil & gas production, refineries, petrochemicals or related industry. The designer performs routine to moderately difficult design assignments which require the application of fundamental design techniques in accordance with company and industry standards and codes. Experience should include: excellent AutoCAD skills, PC proficiency in Windows, MS Word, and MS Excel, good manual drafting skills. Experience with Leica Geosystems HDS Cyclone, Leica CloudWorx for AutoCAD and CODE CADWorx Plant Professional (3D Piping Design) software is required. In-depth working knowledge of discipline specific skills, codes and standard practices, strong written and verbal communication, leadership and interpersonal skills are also required.
Process Engineer	Full-Time	Open at Sinclair Refinery. Job duties include the following: independently evaluate the performance of refinery units and recommend profitability improvements via changes in operating conditions or via addition of upgraded equipment that they have designed, specified and ordered; independently select, coordinate with, and supply field support to contractors involved with construction of new process equipment or with catalyst change outs; provide 24 hour rotating shift coverage as needed during unit turnarounds, catalyst regenerations or unit emergencies; support the development of refinery computer control system and be available when needed for troubleshooting on a 24 hour call out basis; develop computer simulations to understand the performance of refinery process units in order to optimize profitability or to define the heat and material balances and process specifications needed during detailed design of unit expansions; perform field work inside of the refinery involving operator training, MOC development, HAZOP reviews & follow-up, P&ID development / confirmation, temperature and pressure surveys, vessel entry for internal inspections, climbing to elevated decks on vessels or in pipe racks wearing fall protection. Candidate must have BSChE degree. Salary will be commensurate with experience. Preferred experience includes: minimum 5 years refinery technical service experience on key units: crude units, FCC, hydrotreating, reformer, alkylation, catalytic polymerization, amine treatment, sour water stripping, sulfur plant; computer and process simulation experience; project management experience; process safety management exposure / experience.
PSM Staff Inspector	Full-Time	5 Positions open at Sinclair Refinery. Positions range from Entry Level to Senior Level based on experience and credentials. Coordinates the refinery’s inspection program for areas of the plant for on-stream data collection/analysis and turnaround planning and execution. Maintains a liaison with operations, maintenance, and engineering with respect to mechanical integrity for fixed equipment. Candidate must possess strong communication, written and verbal, skills, and be able to cooperatively work with other groups to plan, execute, and report on work activities. Knowledge of computer based applications is essential. These positions report directly to the Inspection Supervisor/Manager.
PSM Technician	Full-Time	3 Positions open at Sinclair Refinery. Positions support the PSM group with the implementation of the MOC/PSSR process. Participate in unit PHA’s, Incident Investigations, assist with development of Operations and Maintenance procedures/manuals, coordinate audits of PSM related programs and procedures to ensure compliance with OSHA 1910.119. Work closely with Operations, Maintenance, Engineering, and Inspections to track and complete action items from PHA’s and compliance audits. Candidates shall possess strong verbal and written communication skills, abilities to interpret and apply regulations, analytical thinking skills, and a positive attitude. These positions report to the PSM Manager.
Reliability Engineer	Full-Time	Open at Sinclair Refinery. A technical resource to other departments with regard to rotating equipment and will develop and monitor real-time data programs that prioritize and optimize maintenance resources and bring the refinery closer to a condition based maintenance (CBM) program. ME with 3-5 years experience required.
Welder	Full-Time	Open at Casper Refinery. Responsibilities include: fabricate, install & repair piping, pressure vessels and storage tanks. Requirements include: familiarity with all aspects of pipe & plate fabrication and installation. Basic knowledge of rigging & industrial pipefitting, and various tools such as grinders, impacts, tube rolls, forklifts. Must be able to pass 6G carbon steel pipe test. Hourly position, experience preferred, but will train the right individual.
